RECOMMENDATIONS of the Parliament Hearings on the issue of «Ecological, economic and political aspects of Kazakhstan ratification of the Kyoto protocol to the UN Framework Convention on Climate Change»

1. Consider expedient submitting to the Parliament of the Republic of Kazakhstan draft Law of the Republic of Kazakhstan «On ratification the Kyoto Protocol to the UN Framework Convention on Climate Change».

2. Recommend to the Government of the Republic of Kazakhstan:

2.1. to develop the methods of determination and establishment the current emissions volumes, and greenhouse gases emissions volumes of 1990 and 1992 for the functioning Kazakhstan companies;

2.2. to carry out deep greenhouse gas emissions inventory with the aim of determination the companies, which are the main sources of emissions;

2.3. to carry out analysis and assessment of the Kyoto Protocol ratification influence on the main Kazakhstan economy sectors and its energy safety;

2.4. to submit to the Parliament the draft Laws of the Republic of Kazakhstan on amendments and additions of the legislative acts currently in force that are necessary for the Republic of Kazakhstan obligations implementation under the Kyoto Protocol in case of its ratification;

2.5. to develop and adopt:

the normative legal acts on establishing procedures of identification and assignation on emissions and projects investment, aimed at greenhouse gases emissions reduction and sinks;

the normative legal acts, establishing state monitoring system of anthropogenic greenhouse gas emissions and sinks;

the regulations on consideration, adoption and monitoring of joint implementation projects;

2.6. to develop long term programme on energy saving, energy alternative sources development and greenhouse gas emissions reduction;

2.7. to prepare the investment projects portfolio on greenhouse gas emissions reduction.
