Interagency Commission on the Issues of Ratification of the Kyoto Protocol to the United Nations Framework Convention on Climate Change and Implementation of Obligations under the United Nations Framework Convention on Climate Change
The Interagency Commission on the issues of ratification of the Kyoto Protocol to the United Nations Framework Convention on Climate Change and implementation of obligations under the United Nations Framework Convention on Climate Change (IAC) was established by Governmental Decree #590 of 17 April 2000.
In 2001 the Decree of the Government of the Republic of Kazakhstan (#831 of 16 June 2001) introduced changes into Governmental Decree #590 of 17 April 2000, the composition of IAC was changed.
The objective of IAC is to improve interagency coordination while making decision on ratification of the Kyoto Protocol to the UNFCCC, implementing obligations of Kazakhstan under UNFCCC, participating in international climate change negotiations and carrying out activities aimed to reduce greenhouse gas emissions domestically under joint projects.
The Interagency Commission operates in accordance with the approved Regulations on the Interagency Commission on the issues of ratification of the Kyoto Protocol to the United Nations Framework Convention on Climate Change and implementation of obligations under the United Nations Framework Convention on Climate Change.
The Interagency Commission includes representatives of the key agencies dealing with climate change issues:
Ministry of Economy and Trade - IAC Chairman;
Ministry of Natural Resources and Environmental Protection - Deputy Chairman;
Ministry of Transport and Communications;
Ministry of Science and Education;
Ministry of Agriculture;
Ministry of Foreign Affaires;
Ministry of Justice;
Ministry of Energy and Mineral Resources; and
Agency for Strategic Planning.
