Objectives:
The principle objective of the project is to demonstrate the technical and financial viability of rehabilitating old and abandoned small and mini-hydropower stations that are in existence in Kazakhstan. A secondary objective is to promote the development of small and mini-hydropower plants on the numerous small rivers in Kazakhstan.

Current situation and expected outcomes:
The Aktogay hydroelectric power plants were initially constructed in 1969. They had a total capacity of 1.8 MW with Aktogay #1 having a capacity of 800 kW and Aktogay #2 having a capacity of 1000 kW. The operation of these HPPs was stopped in 1971 for reasons that are not immediately clear. Due to neglect and non-use, the HPPs need significant rehabilitation to become operational again. It is expected that 30 percent of the cost of the project will be for rehabilitating or replacing the electro-mechanical equipment of the hydropower plant while 70 percent will be targeted at the cleaning, repair and rehabilitation of water canals and pipes associated with the project.

A pre-feasibility study has been completed for the project.

The energy sector development strategy up to the year 2030 outlines river basins and regions that are most suitable for construction of small hydroelectric plants. At present it is feasible to construct 23 small and middle-sized hydroelectric plants with 600 MW cumulative capacities. The realization of the project also assists in creation of new working places, improvement of social atmosphere and economy development. The promotion of renewable energy is within the framework of the National Environmental Action plan and Government strategy in energy sector of Kazakhstan up to 2030 and obligations under UNFCCC. The small and mini-hydropower stations are based on the "run-of-river" water resources and therefore have little or no environmental impact on water resources and water ecology. |
