Statement of the Kazakstani delegation on SBI session

Dear Mr. President,
Dear ladies and gentlemen,

We are grateful to the Parties for the attention they have paid to the request of the Republic of Kazakhstan to enter Annex 1 to the UNFCCC and to undertake obligations. As you all well remember, this question was discusses at CoP -5, and then we did not manage to reach consensus because of the lack of time. It was decided to postpone consideration of the question till CoP -6. But, due to the significant overload of the agenda at CoP -6 and later at CoP-6+, Kazakhstan addressed the Secretariat with the request to discuss the question some other time later. And now, at CoP-7, this time has come.

Besides, at CoP-5 the Parties asked to submit some additional information, and it was done at CoP-5.

It was also proposed to enter Annex 1 according to another procedure, namely according to Article 4.2.(g), taking obligations under Article 4.2(a,b). The Republic of Kazakhstan notified the UNFCCC Secretariat and the UN Secretary General about it by its Note of 6 March 2000. Thus, we have followed the recommendations proposed by some countries, including China and India, at CoP-5.

The question discussed today was raised at the Fifth Conference of the Parties.

I would like to add to the above-mentioned actions, taken by Kazakhstan to implement its obligations, that the Republic of Kazakhstan has not changed its principle position to acceding Annex 1, even in spite of the significant changes in the process in general.

Kazakhstan has determined its steps to ratify the Kyoto Protocol, the process will start in 2002. And decision of CoP-7 on the discussed question will significantly influence the ratification process. Thank you for your attention.
